简要规格描述或项目基本概况介绍、用途：根据《上海市市容环境卫生管理条例》，《上海市垃圾分类条例》的文件要求，为有效解决南汇新城镇每天产生的湿垃圾末端处置问题，保护周边生态环境，减少湿垃圾收集运输处置压力，降低城市生活垃圾收集处理期间产生的垃圾渗滤液及气体对周边环境的二次污染，要求湿垃圾处理中心正常运行后，湿垃圾处理量达到50吨/日，并做到环保运行、规范处置，确保我镇湿垃圾及时、有效被降解。
Brief specification description or basic overview of the project: According to the requirements of the "Regulations on the Management of City Appearance, Environment and Sanitation in Shanghai" and the "Regulations on Garbage Classification in Shanghai", in order to effectively solve the problem of wet garbage disposal at the end of Nanhui New Town every day, protect the surrounding ecological environment, reduce the pressure of wet garbage collection, transportation and disposal, and reduce the secondary pollution of garbage leachate and gas generated during the collection and treatment of urban household garbage to the surrounding environment, it is required that after the wet garbage treatment center operates normally, the wet garbage treatment capacity should reach 50 tons/day, and achieve environmentally friendly operation and standardized disposal to ensure timely and effective degradation of wet garbage in our town.

二、申请人的资格要求
2. Qualification Requirements for Bidder
(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目（是）专门面向小微企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project is specifically aimed at purchasing from small and micro enterprises, and during the evaluation process, small and micro enterprise products will not be subject to price discounts. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（1）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
（2）本项目不允许转包。
(c)Specific qualification requirements for this program: (1) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (2) This project does not allow subcontracting.
